Institutional Structure of a Grama Panchayat
A Grama Panchayat is a local self-government institution at the village level. In Kerala's Panchayati Raj system, the Grama Panchayat is the basic unit of local governance. Its administrative and official structure can be broadly divided into the following major levels:
1. Governing Body (Political Structure)
- Ward Members: The Grama Panchayat is divided into various wards, and the ward members are representatives directly elected by the people from each ward.
- President: The President is the head of the Governing Body. The President is elected from among the elected Panchayat members.
- Vice President: The Vice President is the Chairperson of the Standing Committee for Finance.
- Standing Committees: These are committees elected from among the Panchayat members to deal with various subjects such as finance, development, welfare, health, and other matters.
2. Officials (Administrative Structure)
- Secretary: The Secretary is the head of the administrative affairs and officials of the Panchayat. The Secretary is an officer appointed by the Government.
- Assistant Secretary: The officer responsible for assisting the Secretary in administrative matters.
- Head Clerk / Junior Superintendent: The employees responsible for providing various services through the Panchayat.
- Clerical Staff: Employees who handle office operations, bills, records, and other official documentation, including Senior Clerks, Clerks, etc.
- Other Employees: Employees of various line departments and institutions entrusted with responsibilities to carry out the functions vested in the Panchayat under the Panchayat Raj Act. Examples include Overseer, Assistant Engineer, Junior Health Inspector, Agricultural Officer, etc.
3. Gram Sabha
The Gram Sabha is the most important democratic component of the Grama Panchayat. It consists of all adult voters residing in the respective ward.
The Gram Sabha has an important role in deciding the development plans of the Panchayat and in selecting beneficiaries for various welfare and development schemes.
A Gram Sabha must meet at least four (4) times a year. The Ward Member is responsible for convening the Gram Sabha. Various needs of the ward, development issues, and social issues are discussed in the Gram Sabha, and recommendations are submitted to the Panchayat.
A voter of a particular ward of the Panchayat is a member of the Gram Sabha of that ward. The Ward Member is the Convenor of the Gram Sabha.
